Present a Proclamation recognizing February 10, 2024, as “2-1-1 Day” in the City of Santa Maria.

Present a Proclamation recognizing February 2024 as “National Black History Month”.

City Council will receive a presentation of the Winter 2024 Class of Honorees for the Hometown Heroes program recognizing Santa Maria residents who are actively serving in the military, veterans of the United States military, first responders, or essential workers by displaying a celebratory banner with the honoree’s photograph and branch of service.

City Council will receive a presentation regarding outreach efforts and accomplishments for the 2023 calendar year, and goals for the upcoming 2024 calendar year for the Code Enforcement Division.

The City Council values your input. Instructions are provided above (page 1) for communicating with the City Council.  Individual speakers are limited to three minutes or as directed by the Mayor.

The following routine items are presented for City Council approval without discussion as a single agenda item in order to expedite the meeting. The Consent Calendar is approved by roll call vote with one motion. These items are discussed only on request of Councilmembers. Members of the public may speak on Consent Calendar items during the Public Comment Period.

SHOULD A COUNCILMEMBER WISH TO DISCUSS OR DISAPPROVE ANY ITEM, it must be dropped from the blanket motion of approval and considered as a separate item.

  • RECOMMENDATION:

    Adopt the Consent Calendar as submitted.

  • RECOMMENDATION:

    Waive the reading in full of all Ordinances and Resolutions. Ordinances on the Consent Agenda will be adopted by the same vote cast at the first meeting, unless City Council indicates otherwise.

  • RECOMMENDATION:

    Approve the Minutes of the regular City Council meeting of January 16, 2024.

The City Council will conduct the second reading to adopt Ordinance No. 2024-01, amending for zoning consistency the Santa Maria Airport Business Park Specific Plan to add “Heavy Retail Business” as a permitted land use in the Planned Development/Light Industrial/Public Facilities-Airport (PD/LI/PF-A) zone district, and to modify the Foxenwood Lane Roadway design.

Environmental Notice: The Project was adequately covered in a previously adopted Supplemental Environmental Impact Report (SEIR) certified for the approved 2021 Santa Maria Airport Business Park Specific Plan amendment pursuant to California Environmental Quality Act State Guidelines Section 15162.

  • RECOMMENDATION:

    Conduct the second reading and adoption of Ordinance No. 2024-01 to 1) Amend the text of the Santa Maria Business Park Specific Plan’s PD/LI/PF-A zone by the addition of a definition of “Heavy Retail Business”, and the addition of the “Heavy Retail Business” use to the zone’s list of permitted uses, as depicted on Attachment B of the Council Agenda Report dated January 16, 2024, incorporated herein by reference; and 2) Amend the Specific Plan’s Foxenwood Lane street section design (Specific Plan Exhibit 39a) as depicted on Attachment C of the Council Agenda Report dated January 16, 2024, incorporated herein by reference.

  • RECOMMENDATION:

    Order ratified subject to having been certified as being in conformity with the budget and having been approved for payment by the Director of Finance.

  • RECOMMENDATION:

    Order ratified subject to having been certified by the proper Department Directors, as shown on records on file in the Department of Finance, and having been approved for payment by the Director of Finance.

The City Council will consider approving the receipt of a donation of gas mask equipment from the Santa Maria Police Council to enhance the safety operations of the Santa Maria Police Department.

Environmental Notice: The activity if not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

  • RECOMMENDATION:

    Adopt a Resolution approving the donation of gas mask equipment to the Santa Maria Police Department from the Santa Maria Police Council.

The City Council will consider approving a Five-Year Lease Extension of the Land Lease dated July 14, 1994, between the Santa Maria Public Airport District and the City of Santa Maria. The lease covers the property located on the southeast corner of Blosser Road and Foster Road at Santa Maria Public Airport, housing Pioneer Park. This extension is necessary to provide stability for the continued operation of Pioneer Park, allowing for its uninterrupted use over the next five years.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

  • RECOMMENDATION:

    Adopt a Resolution approving the Five-Year Lease Extension of the existing land lease, effective February 1, 2024, and expiring on January 31, 2029, unless sooner terminated. No options to extend beyond the specified term are granted, and any additional extension of this Lease shall be by mutual agreement of the parties only.

 

PLEASE NOTE:

The next regular meeting of the City Council will be held on February 20, 2024, at 5:30 p.m. The deadline for submitting items for the February 20th meeting is February 7th.

Your attendance at this public meeting may result in the recording and broadcast of your image and/or voice.

If you challenge a determination made on a matter on this agenda in court, you may be limited to raising only those issues you or someone else raised at the public hearing described on this agenda, or in written correspondence to the city council at, or prior to, the public hearing.

CITY COUNCIL MEETING INFORMATION AND PROCESS:

This agenda is prepared and posted pursuant to Government Code Section 54954.2. By listing a topic on this agenda, the City Council has expressed its intent to discuss and act on each item. In addition to any action identified in the summary description of each item, the action that may be taken by the City Council shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; authorization to enter into negotiations and execute agreements pertaining to the item; adoption or approval; and disapproval. Items not on the agenda may not be discussed or acted upon except under emergency circumstances. (Government Code Section 54954.2).

Copies of the staff reports or other documentation relating to each item of business referred to on the agenda are on file in the Office of the City Clerk and available for public inspection during City Hall business hours the Friday before the meeting. Any written correspondence or documents provided to a majority of the City Council after distribution of the Agenda will also be available for public inspection in the Office of the City Clerk. If requested, the agenda and supporting documents shall be made available in alternative formats to persons with a disability. The City Clerk’s Office will answer any questions regarding the agenda.

Materials related to an item on this agenda submitted after distribution of the agenda packet will also be available with the agenda material for public inspection during normal business hours in the City Clerk’s Office, 110 E. Cook Street, Santa Maria. Subject to the ability to post the documents prior to the meeting, such documents will also be available on the City’s meetings website portal for the current City Council meeting at https://cityofsantamaria.org/meetings.

The City of Santa Maria welcomes orderly participation at its meetings from all members of the public. Orderly participation means speaking only on items of City business or on subjects within the City’s control. Though the City Council wants to hear your concerns and values your input, it is inappropriate to defame, yell, use profane language, interrupt, or disrupt the meeting. All cellular telephones are to be turned off or set to vibrate, and signs are not to be displayed in a manner that violates the rights of others or prevents others from watching or fully participating in the Council meeting. Pursuant to Government Code Section 36813, the Mayor is authorized to prohibit such conduct, up to and including ordering anyone that disrupts the meeting to be removed from the City Council Chambers.

To receive reasonable accommodation under the Americans with Disabilities Act during the meeting, please notify the City Clerk’s office of your needs during business hours at least 48 hours in advance of the meeting (typically before 3 p.m. on the Thursday before the meeting). The City will give primary consideration to your request in providing assistance.
